According to the country's disaster management authorities, the casualties occurred as many residents didn't heed the warning to evacuate.
At the weekend before the storm swept through the southern Philippines, powerful tropical storm Kai-Tak also lashed the country, leaving more than 80 people dead or missing.
Located along the Typhoon belt in the Pacific, the Philippines is visited by an average of 20 typhoons and storms every year.
Tembin is one of the deadliest storms to hit the Philippines in recent years.
