 "Year of China-Russia sub-national cooperation exchanges" at the Sun Island in Harbin – a city with rich Russian heritage.

This year and next have been designated years of cooperation and exchanges at local levels between the two nations.

Chinese President Xi Jinping said in his 2018 New Year greeting that China seeks to promote a strategic coordination with Russia and work on developing bilateral ties.

The two countries' strategic and major projects have moved forward over the years. Cooperation in innovation and agriculture, as well as people-to-people and media exchanges, has flourished.

The China-Russia sub-national cooperation exchange year is to expand and deepen sub-national exchanges, between the two countries across the board. Russia wants to develop its resource-rich Far East region with a number of new measures. As for China, the revitalization of its industrial base in the northeast has always been a top priority.

"We've offered tax-free on certain exporting goods to China, simplified the administration and custom procedures at the border. We've even created a free port in Primorsky," Andrey Tarasenko, the governor of Russia's Primorsky region, told CGTN.


The northeastern China-Russia border is over 4,000 kilometers long. Experts believe its geographical location encourages close cooperation among various sectors of the region.

Lu Hao, the governor of Heilongjiang Province, said: "Heilongjiang Province has invested a total of 18 economic zones in Russia. Five of them are in the Far East region, and they have been enjoying preferential policies granted by the Russian government. Other key projects like the Sino-Russia oil pipeline are making progress."

Such high-level communications between the two countries have helped the development of bilateral ties. And as the sub-national cooperation exchanges year gets underway, it will bring more benefits to businesses and people at the local level.
